The municipality of Águeda, through the Energy Cities, integrates a project called INFINITE Solutions (INnovative FINANCE for Local Sustainable Energy Solutions) supported by the program Intelligent Energy Europe. In the case of Águeda, the fund to be implemented is based on the Intracting model of Stuttgart, which is developed and managed by the municipality itself and is based on the idea of energy performance contracts (EPC) within the administration itself, involving all universe of buildings and facilities owned by the municipality. The model is a combination of revolving fund and the provision of energy services (ESCO). Cooperation is established between two distinct organizational units of the same city administration. The financial savings obtained through energy efficiency measures return to the fund, refinancing it, which has a specific inscription in the city's plan and budget. This serves to finance new measures.
Objectives:The most important objectives of the project are: Fundamental and Innovative models of funding of intracting and soft loan projects implemented by the mentoring cities of Stuttgart and Delft, which will be redefined and adapted to different national realities of 4 partner cities; Local increase in technical, financial, legal and managerial capacity of the project partners and their employees; Promotion of project results at national and international (EU) level; elaboration and execution of models "intracting" and "soft loans".
Main Activities:In the case of a project divided into 6 WP, Águeda concentrated most of its effort on WP3 (Implementation of the Intracting scheme), and also participated in WP 1 (Management), WP2 (Training), WP5 (Communication) and WP6 (Dissemination), with emphasis on the following main activities: Training provided by mentoring cities (Delft and Stuttgart); Adaptation of the Stuttgart model to the reality of the Municipality of Águeda, with the creation of the FEEH - Energy and Water Efficiency Fund of the Municipality of Águeda; Preparation and approval of the FEEH Action Plan; Elaboration and approval of the FEEH Operating Regulations; Launch of the EFSF; Presentation of the Águeda model with the project partners; Disclosure of the project.
